  Here is some information about plugins ..

  Plugins are tools used to extend the functionality of the WordPress platform. However, they are only applicable to self-hosted blogs and web sites using the WordPress.org software. Plugins are not permitted here at WordPress.com for various security reasons.

  @vedalifemovies also let us know what is you want to do with a plugin and perhaps we can suggest a possible workaround.

  If you cannot live without whatever plugin you are looking to use on your site, then you may want to look at hosting your own install of the standalone WP software. More about that here: https://en.support.wordpress.com/com-vs-org/
