I can't turn default comments on

I drafted a post today as well as 3 test posts. I had to manually turn comments and pings on in each draft because, for some reason, the default to allow comments and pingbacks isn’t working. I’ve looked at my ‘discussion’ settings and I don’t see what the problem is.
It’s one of the inconsistencies with the ‘beep beep boop’ and I need your help to figure out why comments keep turning themselves off in new posts when I haven’t changed any default settings!

I should have clarified the above problem with ‘comments’ occurs on my Windows desktop. If I start a draft on my I-pad the comment default is working within the draft.
This is one of many problematic inconsistencies ever since you added the ‘beep beep boop’ system. I have 2 i-pads, a windows laptop and a windows desktop. No matter which I use to begin a draft, and no matter whether I use ‘beep, beep’ or the classic draft system, EVERY SINGLE TIME I log on, something has changed in my draft. Comments inexplicably get turned off … Or all of a sudden all my previously drafted separate paragraphs have been bunched into one run-on paragraph.
Everything used to work seamlessly no matter which computer I used or how often I accessed a draft-in-progress. Now I can’t even count on saving a draft and coming back later to work on it because pressing ‘edit’ or ‘preview’ seems to have bugs that change what I saved.
Can you please give me some guidance? I cannot be the only user who is having this issue.
How is it possible to ‘add’ a post from my I-pad and the ‘comments are on’ but when I ‘add’ a post from my Windows desktop, comments are off? These kind of bugs are absolutely killing the joy if blogging.
