  Firstly just to confirm english172.wordpress.com is your URL you are looking for assistance with, to be able to Upload Custom theme you need to be Business Plan user.
  If you are looking for free uploading of themes, you might consider using Self Hosted WordPress, to know the difference WordPress Com vs WordPress ORG

  Hi,

  WordPress has curated 380 themes you can choose from, you can see the list by going to
  “My Sites” –> “Themes”
  Do read up this helpful guide: https://en.support.wordpress.com/themes/

  You cannot upload any other theme here. Possibly the theme you want is in the list or similar theme is available.

  @ englishwithme12345: Also as @yoga1103 mentioned, you can otherwise, choose from the array of themes..! :)
