@robertbruce737, hmm, I tested your file in Chrome here, too, and did not have a problem. Please try another browser to see if you get a different result there (in case it’s plugin conflict in your Chrome installation.)
You can also try clearing cache in Chrome to see if that will help:

@robertbruce737 please go to https://wordpress.com/post and confirm that is the URL you are using. I don’t see any sites on your account, even self-hosted sites that are connected via Jetpack.

We have just run into this issue.
As far as we could diagnose the problem, password protected xlsx file fail to upload. The same file without password protection uploads OK.
The same goes for our self hosted WordPress sites. -
@supernovia I used wp-admin, tried to upload the file to my Media Library using drag&drop.
After your prompt I also tried to upload the same file from within a post (post-new.php).
Same result both times.Workbook1-XLSX-pass.xlsx Sorry, this file type is not permitted for security reasons. -
Thank you. I noticed you posted at the WordPress.org forums about this as well and they suggested it’s an apache thing. I don’t think that’s the issue considering all this:

Also did you happen to notice when this started, or rather, when it last worked?

I was made aware of the issue by one of our users. Then I started looking into it. I found this post and since I also have a site on WordPress.com I tried to upload the same files.
I used spreadsheet with a few populated cells, no fancy stuff. I saved it once as it was, then as another file with added password protection.
I can confirm that my WordPress.com site and the site at work produced the same result when uploading the files.Unfortunately I can only give you vague estimate for our work site. The issue started when we upgraded from 4.2.1 straight to 4.7.2 at the time, currently at 4.7.3. Your changelog link explains the reason why the issue exists.
I dismissed the Apache suggestion rather quickly, because it did not make sense to me.
I delved into the network site at work and came to
$real_mime = finfo_file( $finfo, $file );

Thanks, hmm. So that particular changeset was to fix some broken uploads, and I’d figured we’d missed one. Bu I could see adding CDFV2-corrupt causing some issues potentially. I’ll pass this along though.
