  To be able to upload a third-party theme you need to upgrade to the PRO plan. You can read more here.

  You can choose theme from https://wordpress.com/themes.

  Due to the fact that you are on a free plan, you will not be able to install 3rd party themes. The WordPress.com Pro plan allows you to do so.
