I set up a wordpress.org blog but can’t use plugins. Did I set it up wrong and how can I get a blog with plugins.

Third party plugins cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
Plugins are only usable on self-hosted WordPress.org sites.
I know the difference between .com and .org can get confusing, so here’s a breakdown of the benefits of each:

I have a couple more questions.
1) Is it possible to get a refund on the expshared.org as I had set it up with misunderstanding that it would be able to use plugins and free up the domain name so I can set up a proper .org site?2) What else is involved with setting up a .org site?

My suggestion is to actually keep the domain name if you plan to use it on a self-hosted site. We can simply “point” the domain to your new website host. If you cancel a domain name, it can take weeks for the registrar to release it, and there is no guarantee that you will be able to purchase it, if another buyer gets to it first.
Just because you bought the domain here, doesn’t mean you need to use it for a WordPress.com site. You can also transfer your domain to a new host, if you’d like, but according to ICANN internet regulations, you cannot do that for 60-days after the inital registration/purchase.
Once you set yourself up with a new host, you can use the directions below to map your domain to that site:
