  I have bought a theme to work on it, but i cant ‘add new’ so i cant use it,
  How can I add my theme to work it?

  If you’ve purchased a theme from another company such as Themeforest it can’t be used here at WordPress.com. They are designed for self-hosted WordPress.org installs. With a WordPress.com site you can only choose from the hundreds of free and premium themes available here:-
