I changed domain from namecheap to google domain, and tried to change hosting to google cloud, but completely lost my website. I still have access to cpanel dashboard of previous site, but none of the content. My site now points to nothing. Can I upload a cpanel backup to restore the site and all directories?

Thanks for confirming. Your site is not hosted with WordPress.com but instead a site using the open-source WordPress software (from WordPress.org) but hosted elsewhere.
We cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers. But, I can get you pointed in the right direction.
You would need to reach out to your previous hosting provider for help in recovering your site. Since they hosted the site they should still have your site’s files and database if you haven’t cancelled your hosting plan.
