I deleted a blog and want to revive it.

I deleted a blog with the URL:
https://segmentedreality.wordpress.com/
I have a backup file on my computer and I wish to revive the blog if at all possible. I am not sure how to do it. Thanks in advance for the help.The blog I need help with is: (visible only to logged in users)

That`s not possible for the next 2 years. Deleted blog URLs are not recycled, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago. http://en.support.wordpress.com/recycling-blog-names/
You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/ and you can import your content into it https://en.support.wordpress.com/import/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
