I deleted a site but I am unable to reuse that address

Hi I have deleted my site. My site URL thetechwebsdotcom.wordpress.com please remove it or do something so that I can create another blog site with that name please I will be greatfull to you if you kindly remove it..

There are warnings in place in order to try and prevent people from accidently deleting their site. Once a .wordpress.com address is deleted, it cannot be used again by anyone; this also includes the person that deleted the site.

But I was trying to create another site with that address on blogger so why it’s saying that this address is unavailable ??

Blogger may have it’s own version of https://thetechwebsdotcom.wordpress.com/, replacing .wordpress.com with Blogger’s domain; use of “wordpress.com” in a URL is limited to users of WordPress.com.
Were you using domain mapping with a custom site URL of thetechwebs.com? You could create another site with a similar name and then map your custom domain. Then you could do your administrative tasks on this new site, but visitors to your site would still see your custom domain. Does that make sense?
