I deleted my wordpress website but I want it back

Hey there,
I was having trouble getting rid of some widget I think, so because I had only just stated my website, I thought I would delete it and start over again.
I have tried to create a new website using my previous domain name but this is not working? How can I go about fixing this?

Blog addresses are not recyclable for the reason explained in this guide: https://en.support.wordpress.com/recycling-blog-names/
So the deleted blog address is gone forever. You will have to pick a different address for your new blog.

Even staff won’t be able to recover the deleted site. Could you explain how are you able to recover some other user’s deleted site.
