Provided you are logged in as Admin under the exact same username account that registered the site go to http://sydneychambers.wordpress.com/wp-admin/link-manager.php
If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then login correctly under the relevant username account.
If you do not have the required access because you did not register the site you need to contact the person who registered the account and site under it and have them act or transfer the site to your username account by using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
See here for the Blogs I Follow widget https://en.support.wordpress.com/widgets/blogs-i-follow-widget/
You can create a blogroll or related sites no matter where they are hosted. You can create/edit a Blogroll in your Dashboard http://en.support.wordpress.com/blogroll/add-a-blogroll-link/ and then display it by installing the Links widget. http://en.support.wordpress.com/widgets/links-widget/
We cannot enter links into the widget itself. The Links widget merely displays the links we enter in our dashboard “Links”. We enter a new link this way > http://en.support.wordpress.com/blogroll/add-a-blogroll-link/
