I do not have Plug-ins WHY? how can i install or have Plugins at my dashboard

  Hello , i am a photographer and i am using wordpress.com
  and i can not find Plug-ins on my dashboard to add a gallery or something like that. so can you help me how to do that ?

  The blog I need help with is: (visible only to logged in users)
