I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes.
If you do not have access to that second account, here are a few options:

The account you’re using to post here doesn’t own any sites and has never bought anything from WordPress.com. We don’t even have a credit card on file for you.
If you’ve received a charge for WordPress.com, it’s for an upgrade that belongs to a different WordPress.com account.
If you’re not sure what site the charge is for, please search for the charge at https://wpchrg.wordpress.com/ – enter the transaction details on that form, and it will tell you if that charge exists on our end and what site it’s for.
You can also use the Contact Support link on that page to contact our billing support team directly for further help with this – to track down the transaction we’ll need to get some additional information from you which we cannot discuss here in the public forums.
