  Hi there, you can absolutely build a site using the free plan; the site would have a “.wordpress.com” address and the features of free sites:
  https://wordpress.com/pricing/

  You can choose to add a plan at a later point! Our plans do offer a free domain in the first year, which means that when you do add a plan to your site, you can also register a domain for free – it becomes a separate charge to the plan after the first year has completed and it’s time to renew them.
