I don't have the tools icon to allow export

  I started with a wordpress.com site, but now want to move to wordpress.org site. All material I read says I need to click on ‘tools’ and then ‘export’ from the dashboard. However my dashboard does not have a ‘tools’ icon? Can anyone help?
