I don't know whether I am the administrator
-
I’m the creator of my site. I made a username, password, and site, by myself. So I would think that I am the admin. But in my Settings, I can’t download a plugin. I have watched some tutorials on youtube, and learned that only the admin can access the plugin. So am I not the admin? Even though I created my site?
The blog I need help with is: (visible only to logged in users)

You’re the admin. But you can’t use plugins on a WordPress.com blog. I think I’ve answered this question seven times today. A simple search for “plugin” would have given you the answer.

WordPress.com has a lot of built-in features that were inspired by popular plugins. Chances are, the feature you are looking for is already there! You can search our support site via this link:
Alternatively, if you tell me a little more about your goals, I can try to help you find the closest solution.
For any features on WordPress.com, the support page will explain how to set it up.
WordPress.com does not offer the option to install third-party plugins. If you would like more control over plugins and the option to install your own, a WordPress.org setup would be the best solution for you.
This page explains the differences between WordPress.com and WordPress.org in more detail, if you’re interested:

Thank you for replying. My main goal is to add a plugin. But for some reason, on my wordpress admin panel, the plugin option/screen/page does not show up. I know that it is supposed to be between apperances and users, but it’s not there. Can we make appear on my WP admin, or is there someway I could upload a plugin without without going to the plugin page? One more question: Is this all because I haven’t downloaded wordpress? I’m using wordpress online, I haven’t downloaded it to my computer though.
Thanks

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

http://en.support.wordpress.com/plugins/To install plugins or third party themes into a site then you have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database. Learn about the differences here. http://support.wordpress.com/com-vs-org/
