I don’t know why but my background theme couldn’t be changed. It’s weird, because at first i changed my theme, I could switch its background easily (I’m using Pilcrow btw), but now it said that feature is a part of Preminum plan (?), even in Twenty Eleven theme. I thought just Fonts and CSS is prohibited from free blogging. However, changing background at another WordPress is still fine. Can you check http://cassiopeia463.wordpress.com for me plz?

If that other WordPress isn’t hosted on WordPress.com, you won’t have the issue of Custom Design tools.

Hi there,

I see what you mean. As I know, Fonts and CSS is need to purchase Premium plan to change it, not background. At another site, http://tuiluoinghitenok.wordpress.com of mine, I can change my background without purchasing a Premium plan. When i open its Customizer, it appeared the Colors & Background row, no Fonts or CSS section, which I can understand by myself that, WordPress has automatically hided that two sections (parts of Premium plan) from free-users.
So this leads me into confusing. I have done a test between two sites. And http://tuiluoinghitenok.wordpress.com had been successfully saved a background I chose, with the same theme.
Or from now on, WordPress starts putting Colors & Background section into a part of a Premium plan. If my understanding or my explanation has any mistakes, please clarify me!

You are welcome to change your site’s background without the Premium plan. However, you will first need to exit the Custom Design preview with the steps I described earlier. Then, you will be able to make the (free) change to your site’s background.
Please let me know if you have any trouble with the steps I described for exiting that preview.

You have to exit the preview using the link in one of the Colors & Backgrounds, Fonts, or CSS sections (rather than just exiting the customizer) first.
For that reason I gave you the link: similar issue–> identical solution.
