We are looking at help pages like this, which clearly show a Plugins menu tab, just below Appearance. Can you give some tips for us? (As an example, I’d love to use BreezingForms for their PDF upload ability, any hints are greatly appreciated!)

Take note that blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. You are confusing WordPress.ORG and WordPress.COM. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.

Hi timethief – thanks for this information! It’s really interesting / helpful / super annoying that it is so hard to sort that out without folks like you.
That PDF upload ability I was referencing was actually for my users to upload a PDF to something like BreezingForms, or into my dropbox or Google Drive – any tips on that?

The only way anyone can upload a PDF (images or media) directly into a blog here at wordpress.COM is by becoming an official user of the blog with the correct user role to enable doing so.
You can have either a public or a private WordPress.COM hosted blog and there is no limitation on the total number of contributors to any blog. If you’d like to invite others to publish posts or help approve comments on your blog, you can invite them to be a Contributor, Editor, or Author. If you want users to receive updates each time you publish new content you can invite them to be a follower/viewer.
To change blog visibility to Private go to > Settings > Reading scroll to Blog Visibility and choose option 3. See the guide here http://en.support.wordpress.com/settings/privacy-settings

That requirement is because the software has to be able to differentiate between hackers and official users and allow access only to those with username accounts and official roles on the blog.
Upon receipt of the invitation the invitee will need to click the “Accept Invitation” button in the invitation email. If the invitee is logged into their WordPress.com username account, he or she will be taken directly to your blog. If not, he or she will be taken to the log-in screen, where he or she can either log in, or can register a new WordPress.COM user account.
Note that invitees who do create a new WordPress.com account at that point will still need to return to the invitation email and click the “Accept Invitation” button after doing so.
Lastly, there is a built-in spammer prevention so send out only 10 invitations at one point in time and then wait and manage those before sending out 10 more.

I guess I’m curious how I can use something like BreezingForms to allow my blog visitors to upload a PDF that I can later view. Do you know a way to do this? From my understanding, using an xyz.blogspot.com account won’t allow me to use plugins, but I don’t then understand how I *can* go about using plugins. Do I have to buy something? Start a xyz.blogspot.org blog, or do some other thing?
Thanks for any pointers on how to set up a wordpress blog that will allow me to use a plugin!

To use plugins you have to hire a web host http://wordpress.ORG/hostin and set up your own wordpress.ORG software install.
