I honestly don’t understand the difference between getting a website on wordpress or getting a blog. I would like to own the domain http://www.pessemierworkshops.com and make a 2-3 page website. I don’t want to blog on it… Can you helme

If you want a static 3 page site, don’t give up on the blog page, which can also be used for updates, news, announcements and the like.

A generalized comparison is that WordPress.com is a hosting company that uses the WordPress.org software. With WP.com, there are more restrictions on what themes/plugins are available, and updates and such are all handled by them.
As for using the software (WordPress.org) yourself, this would require finding a web host to store your files. You would be fully responsible for updates, but there are virtually no restrictions (you can modify the software as desired, and install any themes or plugins). That said, all support for your site is up to you and/or your developer.
