I don’t understand this regarding changing our domain name DNS settings to use:
NS1.WORDPRESS.COM

NS3.WORDPRESS.COM

You need to complete those changes for your domain mapping to work correctly. In order to update your nameservers to the values mentioned above, you will need to log into your registrar’s website (where you purchased your domain name loanselectcairns.com.au).

We are confused about wordpress.com and wordpress.org. We have done the wordpress.com option and got the $99 bundle. Is this only for blogging or for websites as well? Who does the hosting, you or do we get a host provider and just have the domain name registered and mapped? Our aim is to do our own website and attaching a blog to it. Thanks for your help.

WordPress.com is just a blogging service, not a hosting provider. By purchasing the bundle, you have only added the features that the bundle offers. You are not self-hosted.
If you’re interested, we do offer an upgrade called Guided Transfer (available in the Store section of your blog’s Dashboard) where we take care of everything for you: http://en.support.wordpress.com/guided-transfer/
Otherwise, you’ll need to install WordPress from http://wordpress.org/ on a hosting provider. We have some recommendations at http://get.wp.com/hosting/
Then, you can point your domain to your new hosting provider by changing your name servers: http://en.support.wordpress.com/domains/change-name-servers/
Once that’s done, you can move your content following this guide: http://en.support.wordpress.com/moving-a-blog/#moving-to-wordpress-org
To clear up any confusion, WordPress.com and WordPress.org are two different entities.
