Is there any way to set up a site without paying to map my current domain?

That is not an issue – what you could do is create a site with a free WordPress.com blog address. You are assigned a
.wordpress.comor a.home.blogsubdomain whenever you create a site with WordPress.com, so you can just use that as the domain as you build the site and determine whether or not this is the platform you want to use. Once you are done developing the site, you can make the decision to transfer the domain over:https://en.support.wordpress.com/incoming-domain-transfer/
map and existing domain:
https://en.support.wordpress.com/map-existing-domain/
Or even creating a new one:
https://en.support.wordpress.com/register-domain/

I was not able to get past the part where I either have to buy a domain, pay to transfer it, or attach it to the WP blog I was trying to create – which isn’t free.

Hmmm. There was a glitch in our system earlier today that’s since been fixed. Can you sign out of WordPress.com then back in to the account. Click on My Sites – Add New and see if you can register a free site address that way. Write back to me here if still having trouble.
Setting things up on a free site first is a great idea, too. You’ll probably want to keep it private as to not interfere with SEO on the original. See here:

Either the glitch was fixed, or I missed something painfully obvious. It’s likely the latter.
I found the option to use the free ulr; “site>.wordpress.com”
