I found a template I like on Creativebloq why can't I download it to use on my WP site?

On Appearance – Themes it does not give me the option to upload the Smpl Skeleton theme.
The blog I need help with is: (visible only to logged in users)

Uploading themes and plugins isn’t supported here at WordPress.com, but we do offer hundreds of built-in themes that can be customized to your liking! :)

Thank you for your help – could you please guide me towards a free theme that is not so blog focused and more for a small business that will have customers purchase downloads from the site?

Offering downloads for purchase isn’t really possible here. However, have a look at the PayPal button integration, in case that works for you:

Just about any theme will work for you. The main thing is to change the layout, setting up a static front page:
