  That site is NOT hosted by wordpress.COM. It is a WordPress.ORG site.

  Provided you have a Business plan on your site hosted by wordpress.COM https://wordpress.com/pricing you can upload custom and third party themes. https://en.support.wordpress.com/themes/#uploading-custom-themes Otherwise, you cannot.

  Use http://whatwpthemeisthat.com/ to determine what theme is in use.
