I get notifications but not regarding the actions of one follower

  I get notifications as normal of who is liking my blog, or posts, either those among my followers, or new people. One of the people following my blog does not appear in my notifications though they may have liked a post (and they seem to be liking a lot of my posts which is nice). I am told my email that they have liked whatever post and their image appears at the bottom of the post as normal (as having liked it). Does this just mean they don`t have a wordpress account and so they will not appear in notifications?
