I give up — Why is my admin dashboard read only?

I’m finding WordPress incredibly difficult to use and cannot troubleshoot what’s going on. It’s probably computer incompetence.
My WP admin dashboard does not have the menu or editing features it should have. What is going on here? It’s in “reader” mode – which makes me think I’m logged in to a non-admin user account, but the login credentials I’m using are the admin credentials…I don’t understand.
It’s a new account. If I remember correctly, it never had the correct menu options. I’ve deleted all themes, then uninstalled and reinstalled the current theme. Same with plugins.
Any input is greatly appreciated.

Are you specifically speaking of the admin bar at the top?
That’s how the admin bar looks on sites hosted on WordPress.com – WordPress.com sites work differently from sites using WordPress somewhere else, and what you see there is the correct and full admin dashboard for your site.
Can you tell me what you’re trying to do or what feature/setting you need is missing?
