You are confusing what you can do on a wordpress.ORG software install on paid hosting and what you cannot do on a wordpress.COM hosted blog.
That add new theme button exists only on self hosted wordpress.ORG software installs. It does not exist on wordpress.COM hosted blogs.
CSS editing here requires a bundle of upgrades.

You need to purchase an upgrade bundle to do any CSS editing.
You cannot upload any stylesheets from any other theme.

You need to be on the WordPress.com Premium Plan for custom CSS to save. You can only preview custom CSS on the free plan.
To add custom CSS
Select Appearance > Customize > CSS from your Admin Dashboard and enter the custom CSS there.

thank you g471n . i got that . but i’m gonna look in youtube some tutorials about that . cause i see my image galery too poor . even there’s an error in the begining . i wanna see the images larger than that
