WordPress.com does not provide phone support at all.
Look here: the closest you can get is “live chat support” if you bought the upgrade WordPress.com Business.

This is the issue:
We moved our company blog from a wordpress.com hosted site to a self hosted site and now want to move the “Followers” as well.According to this article I will need wordpress.com support to do it:

The instructions you saw on the WordPress.org forum were written two years ago.
There is a sticky topic right at the top of the WordPress.com forum with new instructions on how to move the subscribers yourself.
