I have a site built with Godaddy…but

  But the functionality is now less than I desire, I want to build a new website while the maintaining the other site until I can finalize the new one. How do I go about building without transferring the domain right away?

  I don’t have a site with WordPress.com yet

  When you sign up for a new site, we give you a free subdomain (*.wordpress.com) that you can use to start building your new site.
