  I have been billed $180 dollars through paypal and I have no idea what it is for or why you have billed me as I have not used wordpress in two years and cancelled all subscriptions.

  Do you happen to know what website the upgrade was associated with?

  I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes.
