I have cancelled my subscription because I got confused. I wanted to upload a video but found my plan didn’t include this, and when I tried to upgrade, I found I would have had to pay for both subscriptions, and found no way of accessing my credit from the original payment. Also as I want a website, not a ‘blog’ I’m not sure I’ve gone with the right domain name. I think I really need to start again, with a website plan, and possibly a free one until I’m sure this is the right platform for me.

Do you mind sharing your thoughts on the type of site you want to build? It sounds like videos are pretty important for the site.
To upload videos, a Premium plan (or greater) is required to use the Video Block. The Premium plan also provides access to our VideoPress service for hosting and embedding videos on your site.
We did notice the site was once on the Personal plan. Even when this plan was in place, you can upgrade to another plan at any time. The credits you saw are pro-rated credits that allow you to use the remaining value of your current plan towards an upgrade to a higher-cost plan. Credit for the remaining time on your existing plan will automatically be applied to your upgrade.
Since the site is back on the free plan, you can purchase the Premium plan with the following link. There are monthly and annual payment options available.

It’s also okay to start building the site on the free plan. Just know that you may run into limitations on this plan such as the limited storage page, and inability to upload videos (though you can use a free service like YouTube and embed the video onto your site), and only being able to use the default site URL example.wordpress.com.
