I have jumped through all the hoops that I can see but cannot enable comments. How do I do this?

I can’t enable comments. I’ve trolled the public forums and there isn’t much help there. I know it can be done, but not sure how.

I believe it is hosted at wordpress.com. I checked out the self hosted forum and they directed me here as they said that wordpress.com sites are different.

Are there special Admin rights that I need to do this. The blog owner said he made me an Admin, but maybe he confused Admin rights with rights to publish.
