I have no idea what to do to add plugins

I would like to embed my mp4 videos. However, I cannot add easy-video-player.zip because there is no option to add new plugins.
There is a lot of advice to solve this problem in google searches except I don’t have any of the options to do it with. Like no network option to change myself to a super administrator…What the heck kind of version do I have???
I also cannot update my wordpress…I also don’t know what version it is…

It is not a wordpress.ORG software install so you cannot upload and run blogger installed plugins on it. There is no FTP access and blogger installed plugin capability does not exist on WordPress.COM blogs, and there is no upgrade you can purchase here that changes that reality.
For that type of functionality you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

You can hire a web host http://wordpress.org/hosting and move your content into a WordPress.ORG install https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.

We bloggers, do nothing at all. In fact, this the BETA test platform for all new wordpress versions and they are up and running here at wordpress.COM about a month before they become available to wordpress.ORG users.

Interestingly, when I went to the My Stats page (new format), I noticed in the left-side bar, under “Configure” an icon and the word “Plugins”. I then found in the Forum a link to an Ideas pages where WP is inviting members to suggest plugins that they think should be added to WP.com.
This is an interesting development. I wonder if it will lead to a loosening of the restriction at some point down the road.
