I paid for the self hosted upgrade and all that but still have no plug ins and cant get any
The blog I need help with is: (visible only to logged in users)

http://useblog.org/ is a site hosted on WordPress.com with a domain name upgrade and is not a self-hosted site. All the same rules and terms of service apply: you are still hosted here on WordPress.com for free, and you do not have access to plugins.
Are you asking about another site where you pay a company to host your blog for you as well as paying for the name?
Buying a domain name is not the same as paying someone to host your site.
A domain upgrade from WordPress.com provides you with a
name only,
so that your readers see
“example.org”
instead of
