After almost a month I am still waiting for a refund.
Our system shows we sent a 2,400.00 ₱ refund on 19th October 2017. There is a copy of the refund receipt in your Billing History if you need it:

I appreciate you have been waiting for it to arrive but the refund has been sent from our side. The next step is to contact your bank and ask if there are any processing delays at their end — processing times vary from bank to bank and international refunds (outside the US) can take longer in some cases. The transaction ID on the refund receipt can be used to help your bank locate the refund on their system.
In some cases where upgrades are cancelled and refunded on the same day, banks remove the original payment from your statement rather than showing two separate debit and credit amounts. I would also recommend asking them whether they have done so.
