I have not received my refund for canceled upgrade. How do I get my money back?

I canceled an upgrade on Sept. 16 and I still have not received a refund. On Sept. 16 after following the links to cancel, I received this e-mail message from WordPress:
The following upgrade has been cancelled and $99.00 refunded:
WordPress.com Premium on https://hilaryegaubert.wordpress.com
It may take up to 7 days for the refund to appear in your account.
If you have any questions, or don’t receive the refund, please contact support.

Hello there!
I am seeing a successful refund issued to you from WordPress.com on September 16th. I am re-emailing the receipt which contains the PayPal transaction number. Your can track your refund utilizing that number.
