I have paid $17 for a new wordpress site but found no Plugin button on dashboard

I have created a wordpress site http://www.shoesstars.wordpress.com then I purchased this site and paid $17 and now its http://www.shoesstars.com but I have no paid features installed on my site. There is no Plugin button and no features that should be for a paid site. please help.

What you bought was a domain name and the mapping of that domain name to your wordpress.com site. That is all. It does not take away any of the restrictions or rules here and does not allow you to upload plugins, themes and whatnot.
From the support document on domain names:
Same Rules Apply – The Domain Mapping Upgrade does not enable the permission to use advertising, any kind of prohibited code, or upload additional themes or plugins. With the upgrade, your blog will still be hosted here at WordPress.com, which means that you will not have FTP access to your files and you will still be required to abide by our Terms of Service.
To be able to use plugins, you have to self-host a wordpress site using the software from wordpress.ORG and installed on a third-party hosting service such as bluehost, dreamhost, etc. Figure an average monthly cost, all things considered of about $10 to $25. You will have to install and configure the wordpress software and then export your content from here and import it into the new self-hosted site.
You can get a refund on the domain mapping, but do not cancel the domain name. That can be pointed at your new web hosting company. If you cancel the domain name, it could be up to 60 days before that domain name would again be available for purchase, and there is always the chance of someone beating you to it.

The $ 17– gets you a domain name and private registration.
That is all, same Terms of Service. Plug-in’s are not allowed on WordPress.COM for security and reliability reasons. The only way you can use a Plug-in on WordPress.COM is if you are in the VIP hosting program, that starts at about $ 20,000 per year plus $ 5,000 for each Plug-in used (to have the Plug-in certified as safe to use)
Each upgrade at WordPress.COM is very specific to exactly what it says, no more no less.
