  well I have done a google search for all the things you recommend
  i cannot find > settings > discussion to confirm if my settings are correct

  When I log in my email address is correct

  I cannot find the settings tab on the wordpress.com home page

  I did find dashboard but that is for people who have a blog, I do not have a blog
