I have tried so hard to delete this account. I need assistance.

The account http://letterfromadiaperboy.wordpress.com, was made on my email without my consent. When I tried to sign up for WordPress recently, I was surprised to discover that my email was already associated with an account — I soon discovered that it was http://letterfromadiaperboy.wordpress.com.
It hasn’t been posted on in years, I deleted all the content, and yet I cannot delete the account itself. I just want my email to be returned to me so that I can make a WordPress account that is truly mine and begin blogging. Please help.
Thank you.

Pardon my mistake, the account was http://lettersfromadiaperboy.wordpress.com (not letterfromadiaperboy as I had originally posted).
Please, the person writing this account used my email without my consent. I do not want this account associated with my email, I want to start my own blog.

I would settle for changing the name of the blog to a name that I choose, but I do not want to blog under a name that someone else chose (lettersfromadiaperboy.wordpress.com). This does not suit my purposes at all since I want to blog about elementary education. The person made this my primary blog despite not having access to my email. How can I change it?
