I haven’t used 5 gigs, yet I have to re-subscribe? Do I have to do this every year? I thought I was buying 5 gigs of space.

Yes, you will have to renew each year if you want to have the 5GB space available.
All of our space upgrades are charged per blog, per year – you can see this on the Space Upgrades page.

All WordPress.com blogs come with 3,000 megabytes (approximately 3 gigabytes) of space for free.
You currently have 8GB total of space – 4.4GB of space filled and 3.6GB of space available. If you want to keep the extra 5GB, you will need to renew the subscription.
If you choose not to renew your space upgrade and you still have more than 3GB of files, your files will still remain, but you won’t be able to add any more media until you have gone below the 3GB space limit.
