  You can’t. Almost certainly what you’ve got is a theme that is for use on a self-hosted WP.org blog. See the sticky thread at the top of the forum if you don’t know the difference between that and WP.com.

  If you have a CSS theme, it may be ported to a WP.com blog, but you’ll have to pay for the CSS upgrade.

  You cannot add themes designed for independent WordPress to a WP.com blog. Differences outlined here:

  If you know how to use CSS and have purchased the CSS upgrade, you can alter the CSS code of an existing theme or come up with something that looks original, but you need to be quite good at CSS to do that.

  you can change your theme with themes that wp.com staff have provide by going to Dashboard> Presentation
