Hi, I have been really un active on wordpress because I simply don’t have time at the moment but I don’t want to shut down my account completely I just don’t want to keep paying for it and receiving payment for it, how do i shut it down temporarily?

To be sure, may I ask for the URL of the website you are referring to? I’d like to check that it is indeed hosted with WordPress.com. If it’s under another hosting provider, I could at least point you in the right direction!
As for the process of cancelling WordPress.com subscription plans, you may refer to this documentation:

You’re posting in the support forums for the hosting provider, WordPress.com. Your site isn’t hosted with us, just connected here via the Jetpack plugin, and you’re not paying us for anything related to that site.
Your site is hosted by Bluehost.com, and they’re the people you’re paying for the hosting services they provide to you. Please contact them directly to find out whether they offer any option for you to temporarily pause your hosting plan with them, or otherwise how to obtain a backup copy for your site should you cancel your hosting plan completely.
