I keep getting this message on both my computers and sometimes on external computers like a public library. For a while, I wasn’t getting the message but today it has returned. Wondering what it is? Also, should I contact wordpress or bluehost?

Ah, okay. If it’s with the Jetpack plugin on a self-hosted site, that’s the best place, though you likely just need to whitelist the IPs you’re using:
If you’re using public computers it’s very possible those IPs are flagged by our system, but if you whitelist them in Jetpack it allow logins to your site from those IPs.
