I keep getting white screen with the word 'forbidden' when trying to log in

The login details given to me by a client didn’t work and, after several failed attempts, all I get now is a white screen with the word ‘forbidden’ when trying to log in as an administrator. I can’t even view the site via the url – I get an Apache error. I’ve tried Chrome, Firefox and IE with the same result. My username and passwords have been reset with no difference.
I am using Windows 8 – can anyone help please? -

It seems my difficulty is that the site was created using WordPress.org; it is not a WordPress.com hosted site.
