I m not able to upload theme

  I created my site any want to upload theme from other website .. when i click the option to upload theme then there is a the page ..where i cannot proceed further .. why this happens to me ..

  The blog I need help with is: (visible only to logged in users)

  To Upload a custom theme, you need to upgrade your plan to business.

  In WordPress.com only business plan holder can upload a custom theme.
