    I believe we need to start with the platform

    If you are planning to host elsewhere other than WordPress.com, you will need to seek assistance from WordPress.org forums which can be found at:

    https://wordpress.org/support/forums/

    However, if your website will be hosted by WordPress.com, then you are in the right forum and the different upgrade plans can be found here.

    As for finding a developer, my personal suggestion is that you consider hiring one from a freelancing platform such as Upwork or something of that nature.
