  I need a plugin to insert a ‘post related’ at the end of the page because it does not let me install a plugin, widget or change a CSS. Thank you

  Good Morning – Plugins are a feature only supported on WordPress.org. You would need to have a self hosted site, and use the installation of WordPress to use WordPress.org.

  WordPress.com and WordPress.org are very different. Their differences are highlighted here: https://en.support.wordpress.com/com-vs-org/

  You are able to edit the CSS on WordPress.com with the Premium Plan upgrade. Information on CSS is found here: https://en.support.wordpress.com/custom-css/

  Each theme is unique and allows you to install widgets in certain areas on the site. A list of WordPress.com widgets is found here: https://en.support.wordpress.com/category/widgets-sidebars/
