Hi there!
I just checked your WordPress.com account and found that you upgraded to WordPress.com Personal plan for $48, which you’ve since canceled. A refund for this has already been issued back in May. You can see the refund receipt at https://wordpress.com/me/billing
Did you pay $96 for the Premium plan using a different WordPress.com account? If yes, please log into that account and reply from there, and we can look into that. If you’re having trouble logging in but you have the details of the $96 payment (such as the transaction ID), please send that to us using the account recovery form here. Do not post the transaction ID here.
We’ll get back to you via email to help you with that.

I don’t know if I had two WordPress accounts. I don’t know how to trace the $96 payment. I would think that you have this information. Could you please explain how I got the $96 charge which I cancelled but didn’t get a refund?

You can access your complete billing history by visiting the following link: https://wordpress.com/me/purchases/billing
This history includes two transactions: a $48 charge on May 20, 2023, and a subsequent $48 refund on May 30, 2023.
Regarding the $96 charge, it is not associated with the account you are currently logged into, which is @democratsandindependentsofportland. Therefore, in order to address this issue, you will need to provide some additional information.
To get started, could you please provide us with the charge details at https://wpchrg.wordpress.com/ ? This will help us to identify the transaction and provide you with the assistance you need.
To find the transaction ID, you can check your bank statement for that $96 charge with “WordPress” and a ten-digit letter/number code.
For example: “WordPress XXXXXXXXXX” or “XXXXXXXXXX WordPress”
If you only see a partial transaction ID, you may need to contact your bank directly to get the full ID needed.
If the charge on your bank statement doesn’t match this format, it’s possible that the charge wasn’t made on WordPress.com.
I hope this information helps you out! Let me know if you have any further questions or concerns.
