I need help administrating my sites.

  I have access to administrate mylanrx.wordpress.com but when I try to open mylanotc.wordpress.com it only opens the dashboard for mylanrx.wordpress.com.
  Why is this, and how can I switch between these pages?

  Is it possible you have multiple sites under the same account?

  Visit https://wordpress.com/sites and you should be able to choose which site you would like to manage.

  You can also visit https://wordpress.com/home/mylanotc.wordpress.com
