Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
You are confusing WordPress.ORG and WordPress.COM. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.

If you want to hire web host go to http://wordpress.org/hosting and then you can set up your own wordpress.ORG software install. As far as setting up a membership site and handing our usernames and passwords goes that cannot be done on a WordPress.COM hosted blog. To do that requires paid web hosting http://wordpress.org/hosting and setting up a wordpress.org software install. http://codex.wordpress.org/Create_A_Network
